Norfolk 4 Pardoned
 
“In 29 years in law enforcement, I have never come across a more bizarre case than that of the "Norfolk 4," four sailors who were convicted of the 1997 rape and murder of Michelle Moore-Bosko.  Danial J. Williams, Joseph J. Dick Jr. and Derek E. Tice are serving life sentences in Virginia prisons for rape and murder . . . even though another man, Omar A. Ballard, says he committed the crime alone. My expertise in crime scene reconstruction and violent crime analysis and my review of the evidence in this case have convinced me that Ballard is telling the truth -- that he committed this terrible crime alone.”

AGI practitioner Larry McCann conducted a full crime scene reconstruction at the request of defense counsel in 2005. He concluded that the Norfolk 4 were innocent and stated so in his report that made its way to the Governor’s desk. 
 
“It’s about time that justice caught up with these men,” said McCann upon hearing about Kaine’s pardon.
